Miami-Dade County approves Aetna as new healthcare provider, securing $40 million in annual savings

by Miami-Dade County | August 13, 2025

Today, the Miami-Dade County Board of County Commissioners voted to approve Mayor Daniella Levine Cava’s recommendation to select Aetna as the County’s new healthcare provider — a move projected to deliver $40 million in annual savings, while enhancing access to quality care for the County’s 20,000 employees, retirees, and their families who rely on the county for essential medical and preventive services.

“Healthcare benefits are among the largest costs in any public-sector budget, and our employees deserve access to high-quality care,” said Mayor Daniella Levine Cava. “By partnering with Aetna, we are not only securing significant, recurring savings for taxpayers, but also improving the care and resources available to our workforce. This is what responsible, accountable government looks like.”

As we face a challenging budget for Fiscal Year 2025–26, Mayor Levine Cava’s administration has undertaken a comprehensive review of County operations to streamline government and protect essential services while maintaining a historically low tax rate. The transition to Aetna, which is projected to save $40 million annually, is a key cost-saving measure, and was identified through a rigorous and competitive procurement process.

The savings are backed by independent actuarial analysis and confirmed by a second consultant, Aon, at the request of the Board. These cost reductions will occur by:

Leveraging scale and negotiated rates: Aetna’s extensive provider network offers lower rates, reducing the County’s annual claims expenses.

Enhanced care management and engagement: Programs such as disease management, wellness incentives, and telehealth improve health outcomes at no additional cost to employees.

Administrative efficiency: Streamlined platforms and next-generation claims administration will lower the County’s overhead while improving service.

“As the region’s second-largest employer, Miami-Dade County recognizes that access to quality healthcare supports stronger families and a more prosperous community,” Mayor Levine Cava added. “The decision to partner with Aetna builds on other cost-saving efforts throughout the County to maximize every taxpayer dollar spent, as we work to close the budget gap while protecting critical services.”

DCMA Hosts First Resident’s Day: Residents Showcase Research, Gain Business Knowledge

Doral, FL. – The Dade County Medical Association (DCMA) held its first Resident’s Day at the Police Benevolent Association Facilities in Doral on November 9, 2019. The idea for a Resident’s Day was first conceived by a medical resident of Westchester General Hospital, Jacquelline Leva, D.O.

Fraser Cobbe, Executive Director of DCMA, explained that this type of event for medical residents is part of DCMA’s new program to involve and encourage participation from emerging physicians and medical students. “We wanted to give the residents an opportunity to show the medical community what are they doing, and which areas of research they are most interested in,” said Cobbe.

Medical residents from different area hospitals and universities participated in the Resident’s Day event this year. The following institutions were represented at the event: Westchester General Hospital, Ross University, University of Miami, Kendall Regional Medical Center and Florida International University.

During the event, DCMA leadership acted as judges of the different abstracts presented. Winners of the event were students from Westchester General Hospital, and their research highlighted timely medical and health topics. The winning abstract was on “Intermittent Fasting and its impact on Clinical Medicine.” The students who were involved in research and presentation of the winning abstract were: Nimi Chirayil, D.O., Lilliam Alvarez, M.D., Angel Rosete, M.D., Walid Sayed, M.D., and Zara Azhar, M.D. The second place was awarded to the abstract about “Internet Gaming Disorder and its Impact on Mental Health: A literature Review,” by R. Basu, D.O., Aly Hashim, D.O., Mary Villa, M.D., and Zara Azhar, M.D.

Dr. Antonio Mesa, President of DCMA, congratulated the winners and encouraged them to continue their research for the future of healthcare. Dr. Mesa went on to tell the young residents and students, “You’re all part of the new era of DCMA. Now that you’ve gotten the experience of this event, you have the responsibility to spread the word to you colleagues so they can get involved next year, and in doing so, add valuable experience to your medical careers.”

The participants also listened to lectures about the business side of medicine. Cobbe expressed that another fundamental part of the DCMA Residents Program is to educate upcoming physicians in the business side of medicine, and how organized medicine can facilitate that knowledge. Cobbe said, “We can complement their education by giving them the necessary tools to deal will areas that are not taught in medical school – areas such as contract managing, disability, financials, loans management, and malpractice insurance. These topics and the knowledge of how to navigate them are necessary to deal with the real world after residency.”

This event was sponsor by Mutual Of Omaha, Merrill Lynch and Lubell Rosen.

The Board of Directors of the Dade County Medical Association (DCMA) is pleased to announce that Dr. Antonio Mesa is the new President of the Association. Dr. Mesa is the first Doctor of Osteopathic Medicine (D.O.) to serve as President of the oldest county medical association in Florida. Dr. Barbara Montford, Immediate Past President of the DCMA, expressed her confidence in Dr. Mesa’s leadership during the Presidential Inauguration. “He will continue to work on the plan initiated over the past year to transform the association and benefits we offer physicians in our community” commented Dr. Montford.

Dr. Mesa plans to develop a meaningful quality rating system for physicians. He commented, “All too often, patients are provided with a multitude of quality ratings that often bear no relation to the care actually being provided by the physician. Patients need something they can rely on.”

The second goal is to transform Miami Medicine into a Medline searchable scientific journal. “South Florida is a major metropolitan area and Miami is a world class city. This community deserves to have a medical publication for our physicians and scientists to publish their research and experience treating our uniquely diverse population”.

Dr. Mesa also plans to continue to work on medical staff assistance for our members and the stress management and behavioral health educational programs for law enforcement officers that were started under the leadership of Dr. Montford.

Dr. Mesa is a well-recognized neurologist sub-specialized in pain management. He is the first neurologist in Florida to complete the interventional pain management fellowship in anesthesiology. He is a member of First Choice Neurology (FCN), the largest neurology practice in the country, and he serves on the Board of Performance Medical Management, the practice management organization for FCN. He also served as the Medical Director of the Pain Clinic at Jackson Memorial Hospital and was appointed Voluntary Assistant Professor of Clinical Anesthesiology and Neurology at the University of Miami.

At the conclusion of his acceptance speech, Dr. Mesa thanked all of the supporters of the event including; The Doctors Company, St. George University, Bank of America/Merrill Lynch, North Shore Medical Center, Mutual of Omaha, University of Miami, Florida Blue, and Nicklaus Children’s Hospital. He also thanked his colleagues, DCMA Board Members, and all of the attendees for accepting the challenge of taking the DCMA to next level within organized Medicine.
